Trying to get a new tail light PN(23025-0046) to work. The service manual says 12V lamp light. The new light says 13.5V 4.1/0.5W. Battery is at 12.26V. Continuity is good for the Blk/Y wire in the plug. Red wire at the plug only reads 11.64V. Blue switch wires work fine also. I'm no electrician, but do the new parts of 13.5V require that much to light it up? I've tried two different lamps and they don't work. Sincerely, Lost.

No..! 13.5 v is the bulbs rating, due to the charging system of 13.5~14.5 volts...

Blue is brake light wire...
Red is running light wire..
Black/yellow is ground/negative wire

The 11.64 volts on the red is normal if the head light are on high beam due to the bulbs amp draw of 7~8 amps...!!!

Charge your battery to full charge 12.8 volts standard...

Due a continuity test of the tail light make sure it's not the problem...!!
