You're right... but your "average" rider can't even drive a 450 to it's potential. So I guess it's a null point. The 700r with its lower mid range powerband does makes it easier to ride for the "average rider".
And since the majority of us are not "pro riders", and do the sport for fun, the 700r has way more potential to be faster all around.

Throw some +2 arms and a 11:1 - 12:1 piston and good by 450s. To bring the 450 up to speed since it's already on kill from the factory you'll need a big bore kit of some sort, you'll still be dealing with shims for the valves... you can have it. Raptor is putting down on average 40hp stock with a measly 9:1 piston and a tame cam. Guys just slapping on a pipe,efi controller, and intake are hitting 50 no problem. If that isn't enough go with a 780 kit and you'll be shooting at low to mid 70HP range. Yee Haw.
