Lol you don't. Taps are a bitch (Being a machinist, I've broken off many a tap in stuff)
Maybe a carbide center drill and an easy out... Haha an EDM (Electron discharge machine), if you have access to one. Might get lucky and be able to stick a set of needle nose pliers in the flutes of the tap and twist on the pliers. If the tap is sticking out above, or just below the surface, you could put a nut over top and fill it with weld, and try to back it out that way. Parts that I broke taps off in usually got scrapped.
